Apple’s HFS+ file system has been at the heart of the Mac for years, and was even used on iOS devices until very recently, too. Select the drive (left side window pane) and select the “Convert to APFS” option from the drop-down list. If option is not available or greyed out then please read this article. Until Apple updates Time Machine or introduces some sort of fix for its lack of hard link support, the answer is pretty simple: don’t convert your HFS+ drive to APFS. Just leave it HFS+. There aren’t really many benefits to using APFS on mechanical drives, either. As you already know, macOS High Sierra includes a new file system APFS. If your system drive is solid state, the installer will convert from HFS+J to APFS in both a fresh install scenario and an update scenario.
